one would need a cosmopolitan license or a hair salon license or both that is if you want to apply make-up as well as cut or style hair.
Are you a train professional, took a course in hair design or cutting uni-sex ( i don't have to explain what uni-sex means).
What you need to do is go to your local chamber of commerce and ask on how to apply for a beauty salon license
I am pretty sure that the clerk will be glad to give you the information that you need to start your own business.
Will you be operating out of your home your garage and do you have the necessary equipment and will you be seeking assistance, etc, that's the kind of question the clerk might be asking you.
And if you do have a location for your beauty salon, and you pay a small nominal fee for your license the next step (if you don't have them) is to get your equipment hair dryers, sinks (to wash your clients hair), clippers, etc,etc, and etc
